1 - Ownership

Only one team is allowed per owner or household.

Team owners must have the latest update of OOTP 2007 v2.0.2.68.

Owners must participate by sending in roster files at least once per week, responding to trade offers, and be active in the community.

Non-participation, cheating, poor sportsmanship, and the like are grounds for removal. Use common sense and it will be a very enjoyable league. Owners may lose their team without warning for any reason if the Commissioner decides it is best for the interest of the league.

You must attempt to win every season. Purposely fielding a last place team so you get the first round draft pick is considered cheating. Any team with a winning % less than .350 that has more than 10 of the top 100 prospects can be put on probation/evaluation by the commissioner until they make moves to improve the team. Any team that finishes a season at less than .350 will be evaluated closely. Remember, common sense applies. If you are at .375 at the trade deadline and 25 games back it is fine to trade away a player with one year left for a prospect. Just don't trade your whole team away for prospects when you know it will make your team uncompetitive the next year. We are aiming for realism in the LBA, so say to yourself when rebuilding, "Would this get a real GM fired?".

3 - League Structure

2 leagues of 2 divisions each with 5 teams, for a total of 20 teams.

The four division winners and four wild cards (two from each league) make the playoffs. All playoff series are best of seven.

There will be no DH.

The number of rounds in the free agent draft will be 15 rounds. Enough players for 16 rounds will be created.


4 - Financials

Salary Cap will be set at 85,000,000. OOTP enforces a soft salary cap. So long as the game allows it, you may sign contract extensions, or offseason Free Agents, or make offseason trades that will put you over the cap, however, all teams must be at or under the salary cap by Opening Day. During the season, any transaction (trade, free agent signing, or promotion) that will put you over the salary cap must be accompanied by an immediate release of players to bring the team payroll back under the salary cap.

Arbitration will be enabled.

League minimum salary will be set to 300K.

Team Cash Maximum will be at 15,000,000

Initially, market size was set relative to the size of the city the team plays in. This simulated a large city having a market advantage.

TV contracts -

Local:
Starting in 1903 the local contract will be determined by market size.

Below average = 12 million
Average = 12.5 million
Slightly above average = 13 million
Good = 14 million
Big = 15 million
Really Big = 16 million
HUGE = 17 million

National:
The national contract will be 20 million per year. (Laseron Baseball Network)

5 - Team Management

For initial league creation owners may choose their city.

The owners will set the team nickname and logo subject to league approval.

Names must be in good taste, and not corny.

Owners can give their minor leagues nicknames. All the minor league teams will be based out of the parent team's home city. In Laseron, all the minor league teams travel the land playing to small market crowds wherever there is a field.

Manager tendencies may be set at the owner's discretion.

The owners may name their stadium. Stadiums won't be altered or bought. Each city will have a corresponding stadium and they will all be open air or retractable, with natural grass. The LBA follows strict stadium dimension rules meaning that every field will be identical playing dimensions. The seating capacity will be based on the market size.

6 - Roster Management

Roster submissions for each sim session will be made using the in-game FTP export, or by a simple list of instructions in the Roster Management forum.

A player injured during the season cannot be moved to the minor league roster.

Any position player may have his primary changed at any time if he has range at another position.

7 - Sim Schedule

Deadline for exports are Monday, Wednesday and Friday at 11 PM.

On Mondays and Wednesdays one week of play will be simmed, while on Saturday two weeks will be simmed.

If circumstances require, schedule changes will be posted on the front page.

8 - Off-Season

The draft pool is revealed on April 1st.

Amateur draft manual rounds to be determined each year based on demand.

Amateur draft order ties will be handled in the following manner:

The lesser value of the comparison gets the earlier draft pick.

1. Regular season Win/Loss Record - if tie go to 2
2. Position in division - if tie go to 3
3. Play-off finish - if tie go to 4
4. Pythagorean Record*
5. Coin Toss

*Pythagorean Record will be pulled from the Cato database.



9 - Free Agents (Non-draft)/Contract Extensions

Currently, there are no restrictions for Free Agent or Contract Extension offers. Offers are made in game at any time.


10 - Trades

Owners must respond to all trade offers made by email or posted in the forum within a reasonable amount of time (reasonable being 2 working days unless you've notified a commissioner you will be away).

Any player that was signed as a free agent can't be traded until the next season. Exceptions to this rule are new team owner, and players that were signed by the commissioner or an assistant during an owner's absence.

All trades must be confirmed by both owners, and approved by a commissioner in the Trade Confirmations forum.

Draft picks up to round 5 may be used in a trade. Although there may be more rounds in a given year that is subject to change any time before the amateur draft therefore those rounds may not be traded.

The next year's draft picks may not be traded until the current year regular season has begun. (To protect future owners from "win and bolt".)

Cash may be used in a trade.

A player no longer needs to be added to both sides of the trade.
